The NERC Rules of Procedure, Appendix 5A – Organization Registration and Certification Manual, requires all Balancing Authorities, Transmission Operators, and Reliability Coordinators to be certified to perform their respective functions and these entities are subject to certification reviews if there have been material changes that may affect their real-time operations. The most common triggers for MRO to perform a certification review are the replacement of an existing SCADA/EMS, relocation of a control center, or a change of operational footprint. 

For a complete list of changes subject to a review see section IV – Organization Certification Process of Appendix 5A. Any entity planning to start operating in one of the three above-mentioned functions, or any entity registered within MRO region and planning on a change, is requested to complete the Certification Request form and the Certification Preliminary Questionnaire.
