In 2013 and 2014, MRO worked with NERC and the Regional Entities to develop and test a number of improvements to the Compliance Monitoring and Enforcement Program (CMEP) implementation under the Reliability Assurance Initiative (RAI). The result of these efforts moves the ERO away from a zero-tolerance regulatory approach to one that is forward-looking and focuses on areas that pose higher risk to reliability. The design of the risk-based Compliance Monitoring and Enforcement Program (CMEP) is complete and the ERO is now focusing on program implementation.
Through effective design and implementation, the revised CMEP approach:
Recognizes a Registered Entity’s risk to the reliability of the Bulk Power System, including its management practices to contain risk, in the scope and conduct of regulatory oversight work.
Reserves enforcement processes for matters that pose significant risk to the Bulk Power System, including persistent patterns of non-compliance.
Provides a more effective feedback loop to the standards development process to ensure a technically sufficient set of standards.
